Tenderloin Housing Clinic (THC) is San Francisco’s largest city-funded provider of permanent housing for single homeless adults, serving over 1,600 people annually across a growing portfolio of more than 17 single room occupancy hotels (SROs). Founded in 1980 as a legal and advocacy services provider for low-income tenants, THC has since evolved to include housing and support services, using Harm Reduction principles, in order to help clients maintain stability, retain housing, and improve their quality of life. THC has achieved remarkable results: 93% of clients in the organization’s properties retain stable housing on an annual basis. Today THC operates with a budget of $27 million and more than 250 staff. Position Overview:
THC is seeking a Director of Human Resources to oversee all aspects of the function and provide strategic leadership in response to HR needs throughout the organization. The Director will report to the Deputy Executive Director and act as a key member of THC’s leadership team, participating in agency-wide decision-making and identifying opportunities for HR to support organizational goals. Leading a small team of staff, the Director will connect the department’s work to broader organizational strategies and support HR team members in providing exceptional customer service.
The ideal candidate for the Director of Human Resources will draw on a broad and diverse range of experience, including familiarity with recruitment and retention, employee relations, labor relations, and compensation and benefits. S/he will develop and implement effective policies and processes, leveraging both technical skill and willingness play a hands-on role in this work as needed. Responsibilities:
Staff Supervision and Collaborative Leadership
• Manage THC’s HR staff, providing ongoing support, training, and performance management, and holding each individual accountable for high levels of teamwork and customer service
• Actively participate on THC’s executive leadership team in order to drive agency-wide policy and strategic direction decisions
• Collaborate with the Deputy Executive Director, Director of Finance, and Director of Business Operations in order to develop a department business plan and budget and implement practices for operational and fiscal control
• Provide leadership and direction to the department, in alignment with THC’s larger strategic vision and goals, engendering trust and respect throughout the organization
Department Administration and Operations
• Supervise THC’s recruiting and hiring procedures in order to ensure that the agency can recruit and hire a qualified workforce
• Create and implement new processes for orienting, on-boarding, and training THC employees
• Collaborate with the HR Manager in establishing employee relations practices necessary to promote positive relationships, morale, and motivation
• Serve as the lead HR representative working with the Deputy Executive Director during Union negotiations
• Refine and oversee THC’s performance review program
• Review and approve management recommendations for all employment suspensions and terminations
• Oversee THC’s wage and salary structure and pay policies
• Lead THC’s benefit programs, including analysis of providers and approval of annual open enrolment plans
• Oversee all employee communication and feedback such as the Intranet suggestion box, annual employee survey, and notification memos
• Produce reports for the Deputy Executive Director, department Directors, funders, regulatory agencies as assigned
• Review, approve, and/or seek approval of expenditures
• Evaluate and/or negotiate contracts as assigned
Compliance and Risk Management
• Maintain current working knowledge of applicable laws and regulations which may impact THC’s operations or practices; Iead the implementation of processes and reports to stay in compliance
• Ensure all HR staff understand and correctly implement all rules, regulations, policies, and procedures
• Maintain the HR sections of THC’s Policy and Procedure Manual, Intranet site, and KRONOS HRIS
• Oversee the implementation of the agency’s safety and health programs
• Protect the interests of employees and THC in accordance with THC’s HR policies and current laws and regulations; maintain minimal company exposure to lawsuits
• Oversee the monitoring and audit of the department to ensure compliance; prepare information for regulatory agencies when required
Qualifications:
• At least 5 years of experience in senior HR roles, including staff management responsibilities
• Ability to draw on experience working across many facets of HR, ideally including recruitment, employee development and retention, compensation and benefits, HRIS administration and implementation, and employee and labor relations
• Ability to build strong professional relationships by demonstrating exceptional interpersonal skills, sound professional judgment, and high levels of integrity and accountability
• Demonstrated commitment to providing excellent customer service
• Extensive knowledge of HR laws and the ability to apply them in practice
• Proven success as a staff manager
• Strong critical thinking skills, with the ability to make strategic decisions that take into account compliance, risk management, and the business operations of the department and agency
• Ability to thrive as an adaptable and resilient leader within a fast-paced organization, demonstrating the empathy, patience, and sense of humor essential to maintaining a positive culture
• Prior experience working within a unionized organization strongly preferred
• Prior experience working in a nonprofit or public-sector agency preferred
• BA/BS required; MA/MS degree preferred
• PHR, SPHR, or equivalent certification strongly preferred
